Librarian of Congress Names New Inspector General
Librarian of Congress Carla Hayden announced today the appointment of Kimberly Figel Benoit as the inspector general for the Library of Congress. Formerly the assistant inspector general for audits of NASA, Benoit’s more than 20-year career comprises a broad professional portfolio spanning both the public and private sectors. Benoit has extensive federal audit and investigative experience in both the executive and legislative branches.
"It gives me great pleasure to announce the appointment of Ms. Benoit and to welcome her to the Library of Congress,” Hayden said. “She brings a wealth of experience in conducting complex audits and investigations across a diverse range of sectors, which will serve the Library well.”
As head of the Library’s Office of the Inspector General, Benoit will provide oversight for all Library programs and operations, including audits, investigations, and other reviews and semiannual reports to the Congress.
Throughout her career, Benoit has demonstrated a steadfast commitment to enhancing accountability and operational efficiency across multiple federal agencies, including NASA and the U.S. Postal Service. She has been considered a catalyst for transformative change within the audit community, advocating for the integration of advanced data analytics and innovative technologies to improve audit processes and outcomes.
As a thought leader, Benoit is recognized for fostering professional development, championing diversity and inclusion — leading to an award for the NASA Office of Inspector General in 2022 — and establishing strategic relationships with key stakeholders. Her efforts have contributed to enhanced governance and fraud prevention initiatives across the federal government.
Before joining the Library, Benoit served as the assistant inspector general for audits at NASA, where she oversaw a diverse team and executed significant audit projects that identified over $80 million in questioned costs and funds in fiscal year 2023.
Benoit also served as an acting deputy inspector general with AmeriCorps, deputy assistant inspector general for audits and investigations with the U.S. Postal Service, and as director for performance, financial audits and investigations with the U.S. House of Representatives. In these positions, she oversaw operational and administrative effectiveness, audits, inspections and investigations into complaints of waste, fraud and mismanagement.
Benoit holds a master’s degree in Business Administration from Ohio University, and a Bachelor of Arts in Accounting, with a Leadership Studies Minor from Marietta College, Marietta, Ohio. She is a Virginia licensed certified public accountant and a certified fraud examiner.
